Industrial facilities emit a range of pollution due to burning of fossil fuels for process heat and the use of chemicals during production. The Clean Air Act and Clean Water Act are federal laws that regulate industrial facilities and their release of pollution. These laws require certain facilities to apply for and maintain permits to construct and/or operate. If facilities violate those permits by, for example, releasing excess amounts of pollution into the air or water, they can be charged with permit violations, including potential lawsuits in court, and subject to fines and other penalties. The US EPA maintains a nation-wide tool known as the Enforcement and Compliance History Online (ECHO), which tabulates records of permit violations and their associated outcomes.
